While the E.U has historically evolved successfully to incorporate new members and new ideals, the latest phase of development has been and continues to be particularly challenging. While there is little opposition to the E.U enlargement as such, what in your opinion are the main challenges of integration for the E.U?

Executive Summary

The issue that the question asks essentially is was the enlargement in 2004 good or bad for the E.U as a whole. To answer the question successfully it also requires a look towards future enlargement possibilities. I feel it was important to establish the differences between the latest enlargement and previous rounds of enlargement. It was also important to look at the conditions for letting new countries to join the E.U, to make it clear that it wasn’t and never will be a rash decision to let more countries join the E.U. I then felt it necessary to look at some of the benefits and negative sides to enlargement to give a balanced argument. This also would help me come to a better conclusion.

For this work I looked at a number of websites and found Theo Hitris’s European Union Economics particularly interesting and helpful.

My main findings were that although yes there are more challenges with this latest enlargement on the whole I believe it to be a positive happening. It will make the Union larger than N.A.F.T.A (North American Free Trade Agreement) in population terms and in my belief make it more competitive on the world market.

I also believe it will lead to an ever increasing ‘zone of peace, stability and prosperity’ that will be good in economic terms because of more F.D.I (Foreign Direct Investment) to every country in the E.U.

It will also help Europe combat climate change which is very important in my view to the future stability of economies throughout the world. This is a problem that can only be solved by regional institutions like the E.U and therefore the more countries that join the more countries that will accept E.U policies on the environment.

I therefore come to my conclusion that the latest enlargement isn’t something to be feared instead I argue that it is something to be welcomed. I rest my belief in this on the arguments above and also in my opinion free trade between more countries will lead to economic growth throughout the region.

Section 1 - Introduction and History of Enlargement.

As the question above implies enlargement is not a new thing within the E.U. It has happened five times before this previous round in 2004. The first countries to join were in 1973 when Britain, Ireland and Denmark joined. There were further enlargements in 1981 when Greece joined, in 1986 when Spain and Portugal joined, and in 1995 when Austria, Sweden and Finland joined. The latest enlargement includes 10 countries which is a significantly larger number of new countries. The new countries are Poland, Czech Republic, Hungary, Slovenia, Estonia, Lithuania, Latvia, Malta, Cyprus and Slovakia. The future candidates include Croatia and Romania in 2007 and possibly Turkey in the future. So should we be worried at this latest enlargement and will it be more challenging than the previous occasions of enlargement. Those are a few of the questions I will be answering.

Subsection 1.1 – Differences in this enlargement.

There are a number of reasons why this latest enlargement is different from previous enlargements. Firstly a large number of the new member states were Communist states and therefore restructuring their economies from command orientated to market orientated economies since the collapse of the Soviet Union in early 1990. It’s therefore reasonable to say they are relatively new to the capitalist system for this reasons this newest phase of enlargement will be particularly challenging. As [1]Hitris explains,

‘The problem however, is that the economic, political institutional and administrative levels of development of most of the applicant states are far lower than the E.U average.’

Section 2 - Conditions for joining.

However it should be noted here that the E.U has a number of conditions states must achieve before they can become members. I would argue that this in itself safeguard’s the E.U against future problems and makes enlargement a much smoother process. The political conditions for joining are Acquis communautaire. Meaning there must be stability of institutions guaranteeing democracy, the rule of law, human rights and respect and protection of minorities. The economic conditions are the existence of a functioning market economy and the capacity to cope with competitive pressures and market forces within the Union.

The new member states were also told to reduce involvement in the economy while dismantling monopolies, removing trade restraints, and developing flexible labour markets. All of these measures should lead to a smooth integration in my view.

Subsection 2.1- Considerations for the Future.

The E.U has also considered its ability to absorb new members this was particularly important in the latest enlargement because of the large number of new countries joining on the same date (10 new members). Therefore the future financial framework and the current and future performance of each candidate was taken into account and predicted methodically. From this we can conclude that even though the recent enlargement will be challenging there is no reason to fear it will be a failure and I believe that there is sufficient reason to belief it will be a success.

Sections 3 - What enlargement does to the demographic of the E.U.

Firstly the total GNP of the E.U will increase by about 10% after Romania and Croatia join and if Turkey joins. The E.U population will rise nearly 30% making an E.U total of 550 million which would make it a bigger free market than NAFTA. This in terms of overall G.D.P is its biggest competitor. NATFA has a population of 430,000 million, even without the inclusion of Turkey, Croatia and Romania the E.U in its present form is still bigger with a population of 460,000 million. The E.U total G.D.P is 11,723,816 million while NAFTA has a total G.D.P of 12,889,900. From this I would conclude that enlargement and Integration is the best way for the E.U to close the cap with NAFTA and stay competitive in the truly global economy that has developed.

Section 4 - Benefits of Enlargement.

There are many benefits that happen because of enlargement. First of all

[2]‘The extension of the zone of peace, stability and prosperity.’

This is not just a political benefit. Countries of the E.U have not experienced war between member states this is good for the economy. Peaceful and Stable countries will get more F.D.I because the risk associated with investing is lower. For this reason enlargement will lead to economic growth in the new member countries and in the long run the whole of the E.U.

Another reason why the enlargement of the new countries is a good thing is that these new countries have rapidly growing economies growing at a faster rate than the E.U average. This growth will lead to less unemployment which will fuel growth again.

[3]‘There will be a better quality of life for citizens throughout Europe as the new members adopt E.U policies for protection of the environment and the fight against crime, drugs and illegal immigration.’

All the things listed above can hamper economic growth and policies on the environment are of most importance if the economy is going to succeed in the long run. Environmental pollution doesn’t stop at borders so the only efficient way to deal with it is through regional institutions like the E.U and so enlargement is the way forward.

Subsection 4.1 - Benefits at work before the countries joined.

The benefits in the new countries are already visible and were even visible before enlargement. The economic reforms in these countries have led to high rates of economic growth higher than the E.U and better employment prospects. This process was helped and encouraged by the prospect of E.U Membership. This has resulted in the original member countries the E.U15 enjoying growing trade with the new member states resulting in a [4]€17 billion surplus by 2000, and this generates employment and growth throughout the E.U.

Section 5 - The negative side of enlargement.

On the other hand there are commentators who disagree that this enlargement will have a positive effect in economic terms and some go as far as saying it will do more damage than good. [5]Subacchi said,

‘The enlargement has a large political significance, but its impact in economic terms is marginal.’

The enlargement has come at a time when forecasts for strong economic growth in the E.U especially since the creation of Euro zone have consistently ended in disappointments. [6]Subacchi said this was due to cyclical downturn and structural problems in the economies of France, Germany and Italy which are key players in the region. The implications of this are that enlargement has come at the wrong time and that the E.U won’t be able to cope with these new countries resulting in lower economic growth across the E.U.

Subsection5.1 - Problems with G.D.P per head.

Another problem is that the average GNP per head of the E.U will reduce considerably. Many of the newest members or future candidates like Poland, Turkey and Romania and have big agricultural sectors. This sector contributes a large share to national income and employs a substantial share of the working population.

These are the countries that you would expect to benefit the most from CAP. But these countries will only get 25% of the subsides that the original E.U members get and will have wait a decade before the subside becomes equal. For this reason the income cap between the eastern European countries and the western European countries will not be closed in the near future.

It’s for a number of reasons as I have noted above that many commentators have argued that the accession of so many different countries is bound to dilute the cohesion of the E.U and to decelerate its progress towards economic integration.

Section 6 –Conclusion.

But as [8]Hitris argues for E.U the new countries share in its total trade was 14% in 2000 making them added together the Union’s second biggest trading partner after the United States. For this reason enlargement and integration was a rational and logical step in my opinion and with the benefits of free trade will lad to better prosperity for the whole of the new E.U. As [9]Hitris puts it

‘In general integration boosts development by expanding the set of opportunities facing consumers and firms… enlargement will expand these opportunities to the candidates and new members.’

This in my view will lead to greater competition which almost in every case leads to better efficiency and for me will lead to economic growth. For these reasons enlargement was the right step to take.

Trafodir y traethawd yma y thema Imperialaeth. Rwyf wedi edrych ar y wahanol fathau o Imperialaeth ai achosion a hefyd sut mae wedi newid. Yn ogystal i hyn rwyf yn trafod a oedd a hefyd a yw imperialaeth yn rhywbeth i’w groesawu neu’n rhywbeth i’w ofni. Y cwestiwn allweddol yw ai oherwydd Ideoleg neu oherwydd safle pŵer y mae gwlad yn ymddwyn yn imperialaidd. Rwyf yn dod ir casgliad y bod imperialaeth newydd America yn ideolegol a bod hyn yn rhywbeth i’w ofni oherwydd ei bod yn creu rhyfel ideolegol rhwng Islam ar Gorllewin ac mae hyn yn magu Terfysgwyr.

Mae’r gosodiad uchod yn dweud mae rhywbeth ideolegol yw Imperialaeth sy’n anwybyddu y ffaith mae pŵer sydd yn wir penderfynu sut mae gwledydd yn ymddwyn. Er mwyn ateb y cwestiwn rwyf am edrych ar beth yw Imperialaeth, sut mae wedi newid a hefyd er mwyn ateb y cwestiwn yn gyflawn edrych ar, ai dim ond realiti pŵer sy’n gwneud i gwledydd actio yn Imperialaidd. Yn syml imperialaeth yw pan mae gwlad yn ennill dylanwad mewn gwlad arall unai mewn ffyrdd gwleidyddol neu economaidd a mae rhai yn dadlau y gellir hyd yn oed cael imperialaeth diwylliannol. Gall dylanwad yma fod mor uchel a bod rheolaeth cyfan – gwbl o sofraniaeth gwlad yn cael ei ddal gan y wlad imperialaidd.

Er hyn dros amser mae’r syniad o Imperialaeth wedi newid cryn dipyn. Cychwyn y ganrif diwethaf roedd gwlad heb tiriogaethau dramor ddim yn wlad pwerus iawn. Roedd gan yr holl pwerau mawrion ei trefedigaethau e.e. Prydain, Ffrainc ar Almaen. Yn wir un o’r brif rhesymau ir pwerau mawr gael ymerodraethau oedd ei bod angen y pŵer er mwyn cystadlu rhwng y pwerau mawr eraill yn Ewrop. Byddai hyn felly yn cytuno ar gosodiad mae pŵer oedd yn bwysig ac nid yr angen ideolegol ar wledydd Ewrop i wella y trydydd byd oedd imperialaeth. Ond yn eithaf sydyn oherwydd canlyniadau yr ail rhyfel byd fe diflannodd yr hen fath o Imperialaeth a fe dyfodd Cenedlaetholdeb a annibyniaeth.

Yn awr fe sonnir am Imperialaeth mwy mewn termau o America yn ymyrryd ac yn estyn ei dylanwad dros y byd. Mae llawer yn gweld hyn fel post cold war imperialism. Yn syml U.D.A a enillodd y rhyfel oer ac o ganlyniad, hi oedd yr unig brif bŵer sydd ar ôl . Felly mae wedi defnyddio ei dylanwad i fachu gymaint o enillion ag y gallai. Byddai hyn eto felly yn cytuno hefo’r gosodiad mai oherwydd ei safle pŵer y mae America wedi ymddwyn yn imperialaidd ac nid am rhesymau ideolegol dwfn.

Er hyn mae yna wahaniaeth mawr rhwng Imperialaeth America a imperialaeth y pwerau Ewropeaidd yn y ganrif diwethaf. Roedd y gwledydd Ewropeaidd eisiau cael y tiriogaethau er mwyn rheoli ei heconomi ai diwydiant er mwyn cael marchnadoedd i’w nwyddau nhw. Roeddent hefyd eisiau cau gwledydd eraill allan o’r farchnad rhwng y gwlad imperialaidd ar gwledydd o fewn yr ymerodraeth. Roedd hyn yn cael ei galw yn mercantiliaeth. Ond bellach mae consensws ymhlith economegwyr y bod marchnata rhydd yn creu fwy o prynu a gwerthu trwy’r holl fyd a felly bod bob gwlad yn derbyn buddion masnach rhydd. Dyma be mae America wir eisiau. Mae’n foddhaol i ddweud nad yw hi yn ofni i wledydd eraill ddatblygu yn economaidd ac mae wedi ar sawl achos helpu i wledydd ffynnu. Byddaf yn sôn am rhain nes ymlaen ond yn gyntaf rhaid edrych ar beth yw syniadau Marcsiaeth am Imperialaeth.

Ni wnaeth Karl Marx gyhoeddi Theori am Imperialaeth, ond mi wnaeth sôn am coloneiddio. Yn enwedig am rheolaeth Prydain dros Iwerddon a India. Ond mae’r rhan fwyaf o Farcswyr yn gweld Imperialaeth fel y wnaeth Lenin sef ‘the highest stage of capitalism’ Golygai hyn bod Cyfalafiaeth yn gwneud i wledydd bihafio mewn ffordd Imperialaidd oherwydd yr angen i gael marchnadoedd i gwerthu nwyddau ac yr angen i fod yn berchen ar adnoddau o wledydd tramor. Oherwydd hyn gellir dweud bod Theori Marcsiaeth yn wahanol o’i gymharu a theorïau eraill yn y ffaith ei fod yn canolbwyntio ar y rhesymau economaidd dros imperialaeth. Mae’r Marcswyr yn dadlau mai prif rheswm dros fod yn imperialaidd yw er mwyn exploitio gwlad yn economaidd. Gellir dadlau yn erbyn hyn oherwydd nid yw Imperialaeth wedi’i gyfyngu yn unig i wledydd gyfalafol oherwydd mi roedd yr Undeb Sofietaidd a oedd yn comiwnyddol hefyd yn wlad imperialaidd. Roedd yr Undeb Sofietaidd eisiau dylanwad yn Hwngari, Tsiecoslofacia a Gwlad Pwyl er mwyn diogelu ei ffin gorllewinol. Felly mae dadl yma mae nid jyst ffactorau economaidd sy’n achosi imperialaeth ond hefyd ffactorau gwleidyddol. Byddai hyn hefyd felly yn dangos mai nid cysyniad ideolegol yw Imperialaeth oherwydd bod gwledydd o ideolegau gwbl gwahanol o comiwnyddiaeth i cyfalafiaeth yn gweithredu yn imperialaidd. Gellir felly dadlau y nad yw ideoleg yn cuddio realiti pŵer Imperialaeth, mae’r dadl yma felly yn anghytuno ar gosodiad Martin Shaw.

Gellir mynd a hyn ymhellach trwy ddweud y bod cael trefedigaethau yn gallu bod yn gostus iawn ir gwledydd imperialaidd. Fel y dywedai Ashcrofft¹,

‘ Empirical studies reveal that flow of profit from colony to metropolis was not as great as had often[1] been supposed during this period.’

Mae hefyd yn cynnig felly mae oherwydd rhesymau diogelwch a gwleidyddol y roedd Prydain yn ymddwyn yn imperialaidd. Ashcrofft¹,

‘ Such was Disraeli’s reluctance about maintaining costly colonies that Britain’s involvement in the post 1880s scramble is better explained by political strategy and competitive nationalism than by economic considerations.’

Yn fy marn i mi roedd imperialaidd yn creu economiau aneffeithiol e.e. yn India. Roedd hyn oherwydd bod y gwledydd imperialaidd yn rhwystro y gwledydd tlawd rhag diwydiannu. Gellir cyfiawnhau hyn trwy gweld yr tyfiant economaidd sydd wedi digwydd yno yn y 10 mlynedd diwethaf, ac o fewn y ugain mlynedd nesaf mi fydd India yn un o economïau mwyaf yn y byd. Robert Biel²

‘Liberalism was hostile to mercantilism, and the crucial issue from the colonial point of view was that mercantilism prohibited the industrial development of colonies ... This can be seen in the case of India.’

Er hyn nid yw imperialaeth yn ddrwg o hyd e.e. mae bod mewn man strategaethol pwysig i America wedi helpu i llawer o wledydd datblygu. E.e. yn de Korea, oherwydd bod Gogledd Korea dal yn gomiwnyddol mae America wedi buddsoddi miloedd o ddoleri yn De Korea er mwyn dangos i Gogledd Korea mae Cyfalafiaeth yw’r ffordd gorau. Mae hyn wedi bod yn fuddiol iawn i De Korea ac mae’r gwlad wedi ffynnu yn economaidd yn sylweddol. A felly yn yr achos yma mae Imperialaeth America wedi bod yn fuddiol dros ben i bobl De Korea sydd wedi cael safon byw uwch ar gyfartaledd. Mae rhywbeth tebyg i hyn wedi digwydd yn Gwlad Pwyl hefyd ar ôl dymchweliad yr Undeb Sofietaidd. Mae’r achos yma yn cytuno mai cysyniad ideolegol yn bennaf yw imperialaidd sef bod America eisiau dangos bod ei ideoleg gyfalafol, yn yr achos yma i Gogledd Korea, yw’r ffordd oraf o rhedeg economi. Byddai hyn felly yn cytuno hefo gosodiad Martin Shaw.

Gellir dadlau mae oherwydd rhesymau ideolegol y digwyddodd imperialaeth yn bennaf. Byddai hyn yn plethu mewn hefo’r syniad o “White Man’s Burden”. Er bod y rhan fwyaf o bobl bellach a fi yn bersonol yn gweld hyn yn gyfan gwbl annerbyniol a hiliol ar cychwyn yr ganrif diwethaf mi roedd yna gefnogaeth i hyn. Mae Barkan³ yn dweud y canlynol,

‘ For example, at the turn of the century everyone, including members of groups that were classified as inferior, accepted the ranking of human races along a superiority and inferiority scale as a scientific fact(“truth”). Such a view informed policies like imperialism and the “white man’s burden”. Similarly, during the American western expansion, while certain ex-cesses were criticized, there was no challenge to the principle of expansion and the uprooting of Native Americans.’

I mi mae yna cyswllt yma rhwng y math o imperialaeth clasurol yma ar math o imperialaeth newydd y mae George Bush yn ei arwain. Mae hyn yn arwain at fy mhwynt nesaf.

Mae rhai yn credu bod angen i America defnyddio eu pŵer Imperialaidd mewn ffyrdd mwy na economaidd. Mae rhai yn defnyddio y ddadl yma i gyfiawnhau rhyfel yn Iraq. Y ddadl ydi y dylai America defnyddio ei grym milwrol i wasgaru democratiaeth drwy’r byd. Y theori ydi bod gwledydd democrataidd y mae rhai yn dadlau yn a’n aml neu byth yn rhyfela yn erbyn ei gilydd. A felly er mwyn cael heddwch bell gyrhaeddol rhaid i holl wledydd y byd fod yn ddemocrataidd. Byddai hyn felly yn awgrymu y bod Imperialaeth yn gysyniad ideolegol ai fod wedi’w guddio gan realiti pŵer yr Americanwyr gyda’i syniad mawr i ddemocrateiddio’r holl fyd.

Gellir dweud y rhy’n fath am Kossovo a ymyrryd er mwyn hawliau dynol. Gwelir nifer o wledydd hyn fel math newydd o imperialaeth. Fel y dywedir Martin Shaw mae llawer ar y chwith yn wrth – imperialaidd ond mae hyn yn golygu ei bod yn gorfod anwybyddu anghyfiawnder mewn rhai mannau o’r byd. Dadleuir Shaw bod hi’n gyfrifoldeb arnom i weithredu a helpu y bobl hyn sydd o dan orthrwm gwledydd authoritarian. Mae Shaw felly yn galw am fwy o ymddwyn yn imperialaidd gan yr U.D.A er mwyn helpu gwladwriaethau sydd wedi methu. Ond mae imperialaeth wedi creu problemau yn y gorffennol.

Yn 1986 cafodd y term ecological Imperialism ei ddefnyddio gan Crosby. Roedd Crosby yn dadlau bod gwledydd a cafwyd ei coloneiddio nid yn unig wedi dioddef newid yn ei canolfannau gwleidyddol, cymdeithasol a diwylliannol ond hefyd yr effaith amgylcheddol. Yn ôl Ashcroft[4]¹

‘ The current famines in sub-Saharan Africa can be directly related to the European insistence on the repetitive cultivation of cash crops for export to the metropolitan centres in place of the traditional crop rotation that had kept the dessert at bay.’

Mae hyn felly yn dangos yr effeithiau negyddol a achoswyd gan imperialaeth yn yr achos yma imperialaeth Ewrop yn Affrica. Mae hyn yn cytuno a gosodiad Shaw gan ei fod yn dangos mae realiti pŵer Ewrop yn y cyfnod yma ai gallu i ddominyddu dros Affrica oedd y rheswm bod imperialaeth ecological yn yr achos yma wedi digwydd.

Felly gwelir bod imperialaeth wedi newid yn sylweddol dros y ganrif diwethaf a does wybod yn sicr pa ffordd y wneith ddatblygu. Ond mae’r syniad o America fel rhyw wlad sydd am ddemocrateiddio’r holl fyd yn boblogaidd iawn ar y dde er ei fod yn ei gyfanrwydd yn eithaf ofnus ac i mi yn arwain at terfysgaeth. Y broblem yn fy marn i yw ei fod yn ideolegol yn debyg i’r “White Man’s Burden” sef bod ni yn well na nhw, felly mi ddylem orfodi system ddemocrataidd arnynt. Nid yw hi mor hawdd a hyn ac mae’n rhaid cofio y bod democrateiddio yn y gorllewin wedi bod yn broses hir iawn a ddim rhywbeth a ddigwyddodd dros nos.

A oes lle i foesoldeb mewn cyfnod o rhyfel?

Mae’r cwestiwn yn gofyn a ddylai moesoldeb fod mor bwysig mewn cyfnod o rhyfel a yw mewn cyfnod o heddwch. Yn amlwg mae dwy ochr ir ddadl. Rwyf am ymateb i’r gosodiad drwy edrych a all rhyfel fod yn gyfiawn a ydi’n bosib i’r ymladd mewn rhyfel fod yn gyfiawn.

Yn gyntaf Jus ad bellum, pa rhesymau sy’n gwneud hi’n gyfiawn i mynd i rhyfel. Yn gyntaf mae’n siŵr bod hi werth nodi pam bod y meddylfryd o Rhyfel cyfiawn wedi cael ei ddylunio. Yn syml roedd angen dull ar arweinwyr a oedd yn rheoli gwlad Gristnogol cyfiawnhau i’w bobl y bod rhyfel ddim yn dda ond yn gallu bod yn angenrheidiol, a hefyd y bod hi’n bosib i gyfiawnhau rhyfel mewn rhai achosion. Yn gyntaf felly gellir dadlau bod arweinwyr Cristnogol yn credu bod lle i foesoldeb mewn cyfnod o rhyfel.

Roedd y bobl cyntaf i ddadlau Theori Rhyfel Gyfiawn fel St Augustine yn mynd mor bell a dweud bod tri rheswm dilys ar gyfer rhyfel. Yn gyntaf er mwyn amddiffyn eich hun. Yn arwynebol mae hyn yn edrych yn syml, os yw gwlad yn ymosod arnoch, wel siŵr iawn bod gennych yr hawl i amddiffyn eich hun. Ond gellir dadlau bod angen i’ch gwlad ymosod ar wlad cyn iddi ddod yn fygythiad. Rhaid gofyn pryd mae hyn yn gyfiawn? Gwelir hyn yn Iraq. Roedd Bush a Blair yn gweld Iraq yn peryglus yn y dyfodol, fel y lle byddai terfysgwyr yn gallu cael lloches a hwyrach yn gallu cael arfau dinistr enfawr. Ond byddai rhai yn dadlau bod hyn yn anghyfiawn oherwydd bod Iraq yn uniongyrchol heb ymosod ar unrhyw wlad arall. Byddai hyn yn felly yn gwneud hi’n anfoesol i ymosod ar Iraq. Byddai Realwyr yn dadlau yma mae mewn byd o wleidyddiaeth pŵer bod hyn yn amhosib i’w osgoi a bod gwlad bob amser yn mynd i edrych i gael yr llaw uchaf drwy ymosod gyntaf a cyn ir perygl ddatblygu. Rwyf i yn tueddi i ochri ar realwyr yma, yn amlwg i mi mae dyletswydd arweinwyr gwladwriaethau yn bennaf i bobl y wladwriaeth dan sylw a dylai trio ei diogelu mewn bob ffordd. Hyd yn oed os nad yw’n gyfiawn, oherwydd i mi nid yw moesoldeb yn perthyn i rhyfel.

Dywedwyd yn ail bod rhyfela i ail-gipio tir yn gyfiawn ond mae hyn hefyd yn pwynt dadleuol. Er enghraifft ynysoedd y Falkland’s. Roedd yr Ariannin yn ogystal a Prydain yn credu bod ganddynt yr hawl i fod yn berchen ar yr ynysoedd. Mae’r cwestiwn o pwy oedd berchen ar y tir gyntaf yn dod i’r amlwg. A hefyd os ar ôl hyn a hyn o flynyddoedd bod rhaid i wlad gyfaddau na nid nhw sydd yn gyfreithiol berchen y tir mwyach. Mae’n siŵr mae’r peth mwyaf moesol i wneud byddai i bobl yr ardal neu’r tir sydd dan sylw gael refferendwm er mwyn penderfynu i ba wlad mae nhw eisiau perthyn i. Ond yn amlwg os yw un gwald yn ymddwyn yn ymosodol mae anodd gweld hyn yn digwydd, ac yn anodd gweld sut byddai’r gwlad sydd wedi cael ei ymosod ddim taro’n ôl. Anodd felly yw gweld hyn yn moesol a gellir dadlau bod dim lle i foesoldeb mewn rhyfel.

Y trydydd rheswm yw rhyfela er mwyn diweddu anghyfiawnder mewn cymdeithasau eraill. Credaf bod rhai achosion lle y gellir cyhoeddi rhyfel er mwyn arbed hawliau dynol. Yn yr oes o honni, gyda’r holl dechnoleg credaf na ddylai neb farw o newyn. Ond mae yna nifer o achosion lle mae ymyrryd yn gallu gwneud pethau yn llawer mwy gwaeth. Problem arall yw mae dweud y gall gwlad cyhoeddi rhyfel, ai fod yn gyfiawn oherwydd rhesymau anghyfiawnder dynol, yn gallu cael ei camddefnyddio. Hwyrach bod hyn yn ddadl besimistaidd. Ond gellir dadlau bod U.D.A a Prydain wedi defnyddio y rheswm yma (hawliau dynol) i gyfiawnhau ymosod ar Iraq tra wir rheswm oedd bod Iraq wedi’i lleoli mewn man strategaethol pwysig a hefyd bod yr adnoddau crai megis olew yn werthfawr ac ei bod ei angen ar y gwledydd a oedd yn ymosod. Fel y dywedir De Lupis,¹

‘ Humanitarian intervention must be allowed rarely and with caution. In the past there has been much misuse of this title for unlawful intervention and a cloak for a number of unrelated activities. On the other hand, there must be cases where the unilateral use of force is ‘less wrong than to turn aside’.

Mae’r dyfyniad uchod yn gwneud pwynt da sef weithiau bod hawliau dynol yn cael ei ddefnyddio fel esgus i orchuddio rhesymau mwy dadleuol a llai poblogaidd. Ond er hyn dadleuir De Lupis¹ bod yna rhai achosion lle mae sefyll yn ôl a gwneud dim yn anfoesol. Felly yma mae dadl y bod hi’n gallu bod yn foesol i fynd i rhyfel a byddai hyn yn cytuno ar gosodiad y bod lle i foesoldeb mewn rhyfel.

Ond wedyn rhaid gofyn y cwestiwn a oes yna gofynion moesol ar sut mae’r rhyfel yn cael ei ymladd ( jus in bello). Credir rhai y bod angen llinell clir rhwng milwyr a sifiliaid. Ond mae technoleg ar modd y mae rhyfeloedd diweddar wedi datblygu wedi gwneud hyn yn llawer anoddach.

De Lupis¹ ‘ It may seem that war, as the ultimate type of violence, could not be restrained by specific rules. Yet, there is a body of jus in bello which operates during warfare. The substratum of these rules consists of rules on ‘ethics’ or ‘humanity’, forbidding in particular certain weapons and attacks against certain targets. It has long been accepted that there are certain basic rules which must be respected.’

Mae’r dyfyniad uchod a barn De Lupis¹ yn yr achos yma yw bod lle i foesoldeb wrth ymladd mewn rhyfel mae De Puis¹ yn mynd ymlaen i ddweud

‘The St Petersburg Declaration indicated that since ‘it is sufficient to disable the greatest possible number of men’ to defeat the enemy it is not allowed to use ‘arms which uselessly aggravate the suffering of disabled men, or render their death inevitable’.

Yn yr achos yma mae ‘disabled men’ yn golygu pawb sydd ddim yn filwr felly mae’n cynnwys sifiliaid, carcharorion rhyfel ar rhai sydd wedi’w anafu yn ddigonol i methu ymladd. Felly mae De Puis¹ yn dweud y dylai y bobl yma cael ei arbed gan rheolau Jus in Bello oherwydd bod ei lladd ddim yn mynd i helpu yr ymgyrch rhyfel. Felly yr ymateb moesol byddai bod holl sifiliaid bydd yn cael ei targedu. Y problem sydd gennai hefo hyn yw bod hi’n anodd gwybod o flaen llaw os ydi targedu sifiliaid fel mae De Puis¹ yn dweud yn wastraff neu ar y llaw arall yn mynd i helpu i ddiweddu y rhyfel yn gyflymach.[2]

Yn fy marn i mae sifiliaid bob amser yn mynd i farw mewn rhyfel, gwelaf hyn yn amhosib i osgoi. Ond mae nifer o’r ysgol o feddwl Rhyfel Cyfiawn e.e.Clausewitz² yn dadlau na ddylai sifiliaid byth cael ei targedu ar bwrpas mewn rhyfel. Anghytunaf a hyn. Diben rhyfel yw ennill. Os ydi lladd sifiliaid am helpu i ennill rhyfel yn gyflymach, mae yna gyfrifoldeb ar yr arweinwr gwlad i wneud hynny. Er mwyn arbed sifiliaid ei wlad ei hun a milwyr ei wlad. Gwelir hyn yn yr achos Hiroshima a Nagasaki. Byddai trio ymosod ar tir Japan trwy dulliau confensiynol wedi bod yn gostus iawn yn nhermau bywydau milwyr y cynghreiriaid, yn ogystal a sifiliaid Japaneaidd oherwydd bomio cyson ar dinasoedd Japan. I mi felly yr opsiwn gorau oedd defnyddio y bom atomig i diweddu y rhyfel cyn gynt a oedd yn bosib. Oherwydd hyn dylai Rhyfel bod yn opsiwn olaf bob tro, y peth mwyaf moesol i’w tynnu’r wlad allan o statws o rhyfel ac felly rhaid gorffen y rhyfel cyn gynted a sy’n bosib mewn unrhyw ffordd bosib. [3][4]Mewn ffordd rwyf yn dadlau nad oes lle i foesoldeb mewn rhyfel. Rwyf yn gofyn hyn i chi. Ai y reswm pennaf y rydym yn trio osgoi rhyfel yw ei bod mor anfoesol yn y lle cyntaf? I mi ia ydi’r ateb.

I mi does dim terfynau mewn rhyfel. ‘War is Hell’ fel dywed Walzer³. Yn amlwg mewn rhyfel mae pobl am farw, ond yn bwysicach na hyn mae’r ifanc, yr hen a merched yn mynd i farw. Dyma oedd dadl Clausewitz²

‘War is an act of force .... which theoretically can have no limits’.

Os does dim terfynau mewn rhyfel mae rhyfel yn agos i ‘free for all’ a felly yn fy marn i golygai hyn bod hi’n amhosib i foesoldeb fod yn rhan o rhyfel.

Mae arteithio hefyd yn bwysig yn y ddadl a yw moesoldeb yn berthnasol mewn cyfnod o rhyfel. Mae’r delfrydwyr yn credu mae’r peth gwaethaf gall ddyn gwneud yw bod yn greulon. Golygai hyn bod nhw’n credu bod arteithio byth yn gyfiawn. Dadleuir rhai fel Rosemary Foot y bod Arteithio yn gallu arwain at fwy o greulondeb mewn meysydd eraill o rhyfela. Hefyd mewn bywyd bob dydd. Y pwynt sydd yma felly ydi bod rhaid iddyn derbyn byd mwy peryglus er mwyn arbed cysyniadau allweddol o rhyddfrydiaeth. Byddai hyn felly yn ddadl o blaid moesoldeb mewn cyfnod o rhyfel.[5]

Teimlaf bod hyn yn ddadl digon teg ac yn ddigon boddhaol mewn byd delfrydol. Yn anffodus rydym yn byw mewn byd sy’n bell iawn o fod yn ddelfrydol. Am y rheswm hyn credaf mewn achosion eithafol rhaid i arteithio fod yn o leiaf opsiwn. Os ydi hi yn bosib i cael gwybodaeth a wneith safio miloedd o fywydau credaf bod arteithio yn gyfiawn. Meddyliwch am funud os byddai un och teulu yn marw mewn ffrwydrad gan grŵp terfysgol. Mewn wythnosau i ddod rydych yn darganfod bod Pennaeth yr MI6 er enghraifft wedi penderfynu peidio arteithio un a ddrwgdybir o osod y ffrwydron. A byddai chi yn gallu maddau i’r Pennaeth? Credaf mewn achosion fel hyn bod rhaid anghofio am moesoldeb a canolbwyntio ar achub gymaint o bobl a y gellir. Yn amlwg felly yn fy marn ni nid oes lle i foesoldeb mewn cyfnod o rhyfel.

Fodd bynnag rhaid cofio y bod yna lot o droseddau rhyfel yn digwydd mewn rhyfel a gellir byth cyfiawnhau hyn. Enghraifft clir o hyn byddai treisio. Defnyddir Walzer³ yr enghraifft o Mercenaries o Moroco yn ymladd ochr yn ochr a milwyr [6][7]Ffrainc rhydd yn erbyn Eidalwyr yn yr Ail rhyfel byd. Roedd y Morocwyr yn ymladd ar yr amod ei bod yn cael treisio a ysbeilio . Mae Walzer³ yn dweud hyn am yr achos:- . Walzer³

‘To over her as bait to a mercenary soldier is to treat her as if she were not a person at all but a mere object, a prize or trophy of war.

Rydwyf yn cytuno yn y fan yma gyda pob un o geiriau Walzer³

ag y mae o o’r farn oherwydd hyn bod angen Moesoldeb mewn rhyfel i rhwystro fath droseddau rhyfel. Ond mewn rhai achosion eraill y gellir dadlau y bod milwyr o dan gymaint o straen, mae nhw di gweld ei brodyr mewn rhyfel yn marw a gweld holl erchylltra’r rhyfel. Er hyn ni ellir byth cyfiawnhau hyn ond gellir gweld bod pethau fel yma yn mynd i ddigwydd mewn rhyfel a felly i mi ni ellir moesoldeb byth fod yn rhan o rhyfel.

Cwestiwn diddorol arall yw a oes moesoldeb yn perthyn i gwledydd sy’n aros yn niwtral mewn rhyfel. Dadleuir Walzer³ y bod hi’n anfoesol i wlad aros yn niwtral lle os byddai ddim, byddai’n gallu helpu i wlad arall cadw ei annibyniaeth. Y ddadl fawr yn yr achos yma mae’n siŵr ydi a’i Sofraniaeth y wlad sydd bwysicaf ( sef bod gan bob gwlad yr hawl i fod yn niwtral) neu y ddylai na fod rhyw deimlad o Gymuned Globwl lle dylai bob gwlad parchu annibyniaeth gwledydd eraill. Rwyf i yn cytuno hefo John Westlake a ddadleuodd bod

‘Neutrality is not morally justifiable unless intervention in the war is unlikely to promote justice or could do so at a ruinous cost to the neutral’.[8]

Mae Walzer³ yn gwneud pwynt da wrth ddweud

‘But why should these men and women be immune and free when so many others are driven into battle?

Mae’n mynd ymlaen i ddeud

‘The question is especially important if we imagine a situation where a particular state’s [9]decision to be neutral means that more people will be killed than would be killed if it joined the war’.

Felly yma mae dadl bod angen moesoldeb fod yn rhan o rhyfel er mwyn gwneud i wledydd sydd ar gallu i ymuno a rhyfel a hefo’r gallu i orffen y rhyfel yn gynt ymuno. Rwyf yn cytuno a hyn oherwydd fel rydwyf wedi dadlau o’r blaen credaf mae’r peth gorau i gwledydd yr byd, ac hyd yn oed i bobl y byd, yw bod gwledydd yn dod allan o statws o rhyfel ac yn ôl i statws heddychlon.

I ddod i gasgliad hoffwn gyntaf cydnabod bod y ddadl yma yn un anodd ac yn un sy’n newid trwy’r adeg. I mi mae’n anodd i foesoldeb fod yn rhan o rhyfel oherwydd yn bennaf mae ennill rhyfel yn bwysicach nai ennill drwy ffyrdd moesol. Er hyn rwyf yn cyfaddau y bod angen moesoldeb mewn rhai mannau o rhyfel yn enwedig i arbed troseddau rhyfel er enghraifft treisio. Heb moesoldeb mewn achosion fel hyn gall rhyfel fod yn ‘free for all’ a byddai hyn yn annymunol ir cymdeithas gyfan. Felly gellir dweud ar y cyfan fy marn i yw bod moesoldeb yn perthyn mwy wrth ymladd rhyfel nac ydi wrth gyhoeddi rhyfel.

Is There A Santa Claus?

As a result of an overwhelming lack of requests, and with research help from that renown scientific journal SPY magazine (January, 1990) - I am pleased to present the annual scientific inquiry into Santa Claus.

No known species of reindeer can fly. BUT there are 300,000 species of living organisms yet to be classified, and while most of these are insects and germs, this does not COMPLETELY rule out flying reindeer which only Santa has ever seen.
There are 2 billion children (persons under 18) in the world. BUT since Santa doesn't (appear) to handle the Muslim, Hindu, Jewish and Buddhist cihldren, that reduces the workload to to 15% of the total - 378 million according to Population Reference Bureau. At an average (census) rate of 3.5 children per household, that's 91.8 million homes. One presumes there's at least one good child in each.
Santa has 31 hours of Christmas to work with, thanks to the different time zones and the rotation of the earth, assuming he travels east to west (which seemes logical). This works out to 822.6 visits per second. This is to say that for each Christian household with good children, Santa has 1/1000th of a second to park, hop out of the sleigh, jump down the chimney, fill the stockings, distribute the remaining presents under the tree, eat whatever snacks have been left, get back up the chimney, get back into the sleigh and move on to the next house. Assuming that each of these 91.8 million stops are evenly distributed around the earth (which, of course, we know to be false but for the purposes of our calculations we will accept), we are now talking about...78 miles per household, a total trip of 75-1/2 million miles, not counting stops to do what most of us must do at least once every 31 hours, plus feeding and etc.
This means that Santa's sleigh is moving at 650 miles per second, 3,000 times the speed of sound. For purposes of comparison, the fastest man- made vehicle on earth, the Ulysses space probe, moves at a poky 27.4 miles per second - a conventional reindeer can run, tops, 15 miles per hour.
The payload on the sleigh adds another interesting element. Assuming that each child gets nothing more than a medium-sized lego set (2 pounds), the sleigh is carrying 321,300 tons, not counting Santa, who is invariably described as overweight. On land, conventional reindeer can pull no more than 300 pounds. Even granting that "flying reindeer" (see point #1) could pull TEN TIMES the normal amount, we cannot do the job with eight, or even nine. We need 214,200 reindeer. This increases the payload - not even counting the weight of the sleigh - to 353,430 tons. Again, for comparison - this is four times the weight of the Queen Elizabeth.
353,000 tons travelling at 650 miles per second creates enourmous air resistance - this will heat the reindeer up in the same fashion as spacecrafts re-entering the earth's atmosphere. The lead pair of reindeer will absorb 14.3 QUINTILLION joules of energy. Per second. Each. In short, they will burst into flame almost instantaneously, exposing the reindeer behind them, and create deafening sonic booms in their wake. The entire reindeer team will be vaporized within 4.26 thousandths of a second. Santa, meanwhile, will be subjected to centrifugal forces 17,500.06 times greater than gravity. A 250-pound Santa (which seems ludicrously slim) would be pinned to the back of his sleigh by 4,315,015 pounds of force.

IN CONCLUSION - If Santa ever DID deliver presents on Christmas Eve, he's dead now.

In the beginning the Lord God Almighty turned to the Archangel
Gabriel, and said:

"Today I am going to create a beautiful part of the Earth and I will
call it Wales. I will make a country of breathtaking blue lakes, rich
green forests and dark beautiful mountains from which from time to
time will be snow-covered. I will give it clear, swift rivers that will
overflow with salmon and trout.

The land shall be lush and fertile on which the people can raise cattle
and grow their food, as well as being rich with precious metals and
stones that will be sought after, the World over.

Underneath the land I shall lay rich seams of coal for the inhabitants to
mine. Around the coast I will make some of the most beautiful areas in
the World. White sandy beaches and cliffs that will attract all manner
of wildlife, and lots of islands that will be paradise to all who visit
them. In the waters around the shores there will be abundance of sea-life.

The people who will live there will be called the Welsh, and they will
be the friendliest people on my Earth. They will have magic in their
blood, and songs in their souls. Their Voices when raised in song shall
challenge the choir of angels."

"Excuse me, sire" interrupted the Archangel Gabriel, "don't you think
that you are being a bit generous to these Welsh?"

The lord just smiled and replied "You have not seen the neighbours
I'm giving them!"

Playing for Llansannan on Saturday against Prestatyn i was totally shocked.I was speaking Welsh to my center back partner when i heard a voice,

" Don't you know it's rude to speak Welsh on the football pitch"

To which i responded,

"So it's rude to speak ur native language in ur own country"

To which i added,

" So French people shouldnt be allowed to speak French in France"

"No they should speak English",was the reply.

Is this just another example of English ignorance?

We went on to loose the football match 3-0 and i did shake his hand at the end of the match because i am a sportsman,and unlike many English people i have principles.

Maybe i am a bastard but id rather be a bastard than a fuckin englishman!
